Program management for the City of Houston, managing more than 15 consultants to expedite more than 20 separate hike-and-bike projects totaling nearly 80 miles. RPS took these projects from conceptual design through the bid- and construction-phase services. We expedited the overall process by addressing environmental, right-of-way and PS&E issues simultaneously and engaging the City and TxDOT to streamline the review process. A cost feasibility study was also performed. We addressed a variety of issues, including drainage, erosion control, environmental impacts, pavement considerations and security. Our work for the trails design, bridge structure design, landscape design and lighting design met TxDOT, AASHTO and ADA standards. Other services included coordinating with civic groups and homeowners’ associations, coordinating with area park designs, preparing traffic control plans and coordinating railroad issues for five trails.
