The City of Manvel and Brazoria County Conservation and Reclamation District Number 3 (C&R No. 3) plan to construct a regional detention facility. Klotz Associates has developed a Regional Detention Plan to aid in the phasing and construction of this facility. The Regional Detention Plan will include H&H modeling based on the models developed for the Brazoria County Master Drainage Plan. The drainage elements are influenced by planned upstream development and limited capacities of the existing drainage infrastructure, elevated water canal crossings and undersized drainage ditches. Several entities are responsible for the multitude of drainage features in the area including the City of Manvel, Brazoria County C&R No. 3, Drainage District No. 4, Drainage District No. 5, Brazoria County MUD No. 30, the railroad, and TxDOT. Coordination with all entities was required. Historical flooding and drainage problems were researched and documented.

The Regional Detention Plan will identify areas where future development could utilize the regional detention facility without increasing the flooding potential. Cost estimates will be prepared based on the latest construction cost data available. A concept plan will be provided to the City of Manvel which will include geometry, side slopes, volumes and possible locations for wetlands. In addition, an initial construction phasing plan will be provided to aid in constructing the facility in phases.
